How do I make this from Polymer Clay (Fimo, Sculpey, Premo, Cernit)?

There are various ways to make frosting like this.

You can use a white silicone caulking, or you can use polymer clay (usually softened or thinned down).

You can also use various tools to create various shapes of frosting, including metal icing tips, clay gun extruders and even homemade shapers for the fluted frostings, and more tools-equipment for the looser frostings and meringues and the runnier icings, etc.
